Issues with installation of Windows 8.1 are being resolved by disabling the Antivirus software and also by unplugging the external devices.
I would suggest you to disable antivirus and test the issue. Check this thread for example, multiple users have resolved the issue by disabling the Antivirus and also by performing hardware clean boot.
